Panama’s Qualified Investor Program Enters a New Era — OpenSky Insights on Law 493 (2025)

In the global landscape of citizenship and residency planning, every policy shift signals a potential transformation in the market.

In October 2025, the Government of the Republic of Panama enacted and published Law No. 493 of 2025 (Ley 493 de 2025), officially expanding the scope of the “Qualified Investor” program—those who obtain permanent residency through economic investment—by granting them access to special travel passports issued by the Passport Authority (La Autoridad de Pasaportes de Panamá).

The law was signed by the President on October 28, 2025, and took effect on October 29, 2025, following publication in the Official Gazette.

According to OpenSky, this marks a major breakthrough in the global value and mobility of Panamanian investor residency.

I. Core Interpretation of the Law: The Legal Basis for the Special Travel Passport

1、Defined Issuance Authority

Under Law No. 493 of 2025, amendments were made to key articles (Articles 20 and 23) of Law No. 32 of 2013, which originally established the Passport Authority. The updated law explicitly authorizes the Authority to issue Special Travel Passports to two categories of residents:

  • Rentistas Retirados (Property Rent Retirees)
  • Inversionistas Calificados (Qualified Investors) and their recognized dependents.

In short, individuals who obtain permanent residency through investment are now eligible for an official travel document—upgrading their status from a simple residency card to a recognizable travel credential.

2、 Application Criteria and Documentation

Applicants must present an “administrative resolution” (resolución administrativa) issued and certified by the National Migration Service, confirming that their permanent residency has been approved.

The special travel passport remains valid for the same duration as the permanent residency permit, but it does not replace a regular passport nor grant Panamanian citizenship.

Essentially, it serves as an official travel document based on permanent residency status.

II. Strategic Value: Aligning Residency with Wealth Management

1、 Enhanced Mobility

For high-net-worth individuals, holding a Special Travel Passport provides greater flexibility for international travel, banking, and asset allocation.

While the term “passport” may imply citizenship, the law clearly defines it as a non-citizenship travel document.

2、 Flexible, Value-Added Investment Options

Under the Qualified Investor category, common investment routes include:

  • Purchasing real estate valued at USD 300,000 or more; or
  • Making a fixed-term deposit of USD 750,000 in Panama—a country known for its U.S. dollar-based, stable financial system.

Investors can benefit from rental yields or deposit interest while securing long-term residency and enhanced mobility.

3、Tax Optimization Advantage

Panama operates under a territorial taxation system, meaning that only locally sourced income is taxed.

Offshore income—such as overseas investments, dividends, or property sales—generally enjoys low or zero taxation, making Panama a preferred jurisdiction for global asset planning.

4、Family and Lifestyle Benefits

Panama offers a well-established Chinese community, a comfortable living environment, and quality international education options.

Permanent residents enjoy access to ID cards, local healthcare, and educational benefits—making it a practical choice for family relocation and retirement planning.

IV. The Outlook: A New Era for Panama’s Qualified Investors

The enactment of Law No. 493 (2025) brings a significant policy upgrade to Panama’s Qualified Investor Program.

By authorizing the issuance of Special Travel Passports, the government enhances the international recognition and convenience of this residency category.

However, the detailed implementation regulations (reglamento) are still pending release.

Now is the optimal window for qualified investors to act—those who begin early stand to benefit from first-mover advantages.
